Finland - Construction work - Framework arrangement for pipework contracting 2026

Helen Oy is procuring pipework, equipment and insulation installation works within the city of Helsinki through a framework arrangement divided into two areas: Area A, steel pipework contracting (estimated maximum value EUR 104,000,000 excluding VAT), and Area B, reinforced plastic (GRP) pipework contracting. The arrangement mainly covers contracts, with smaller clear assignments ordered as hourly work, not on-call duties. The framework agreement is intended to enter into force on 1 October 2026, remains valid for a maximum of eight years, until 30 September 2034, with a total maximum value of EUR 144,000,000 excluding VAT.
