Hankinnan tavoitteena on järjestää tilaajan käyttöön tarkoitettujen varastotuotteiden tavarantoimitukset logistisesti optimoidusti, kustannustehokkaasti ja siten, että tavarantoimitusten järjestämisestä aiheutuu tilaajille mahdollisimman vähän työtä. Tilaajan tavoitteena on saada kilpailukykyiset hankintahinnat kaikille hankittaville rakennusmateriaaleille. Osatarjoukset tai vaihtoehtoiset tarjoukset eivät ole sallittuja. Hankintaa ei jaeta osiin, koska hankinnan osiin jakaminen lisäisi merkittävästi vastuunjakoa koskevia epäselvyyksiä ja hankintayksikön koordinointitarvetta. Tilaajaa valitsee yhden toimittajan, jonka kanssa se tekee sopimuksen. Tarjouspyynnössä esitetyt hankintamäärät ovat arvioita, eikä sopimus muodosta tilaajille määräostovelvoitetta.
