Espoon kaupunki (myöhemmin myös Tilaaja) pyytää tarjouksia puheliikennepalveluista. Hankintaan kuuluvat liittymät ja puheratkaisut, niiden käyttöönotto sekä jatkuvat palvelut. Toimittaja tarjoaa myös Asiakkaan käyttöön puhetietoliikenteenpalveluiden hallintaportaalit, josta Asiakas voi hallita liittymiä määrittelyiden mukaisesti. Tarkempi kuvaus hankinnan sisällöstä on tarjouspyynnön liitteellä 1. "Hankinnan kohteen kuvaus". Hankintaa ei ole jaettu osiin, koska hankinnan kohteena oleva palvelu muodostaa yhtenäisen kokonaisuuden, jota ei ole tarkoituksenmukaista jakaa pienimpiin kokonaisuuksiin.
