La finalitat d'aquesta adquisició és dotar el servei d'un recurs mòbil polivalent, fiable i adaptat a les necessitats operatives del municipi. El vehicle ha de permetre donar una resposta eficaç en una gran varietat d'escenaris d'emergència i prevenció. Les seves funcions principals inclouran tasques de coordinació i comandament en operatius, suport logístic per al transport de personal i material lleuger, vigilància preventiva en zones rurals i forestals, i primera intervenció en situacions de risc. L'orografia del terme municipal de Roses, que combina un nucli urbà dens amb zones de platja, àrees rurals i accessos al Parc Natural del Cap de Creus amb camins no pavimentats, exigeix un vehicle amb capacitats tot terreny reals que garanteixi la mobilitat i l'accés segur a qualsevol punt del territori, sota condicions meteorològiques diverses.
