Summary

Machine-generated summary

The contracting authority is procuring research and development plus consultancy services for an OSH overview on work-related cardiovascular diseases (CVDs), covering prevention, return to work after a CVD event, and retention at work of workers with chronic CVDs. The tender has two lots focusing on field-based case study research into workplace practices and practical resources. The buyer is located in Spain. No estimated value or submission deadline is stated in the available information. The procedure details and eligible bidders are not specified in the source text, though bids are invited for both lots.

Description

The contracting authority’s OSH overviews typically include the collection, analysis and dissemination of comprehensive information regarding policy, research and practices to support policy makers, researchers and intermediaries to better guide decision making and prioritise resources at policy, research and company level. Through different research projects, an OSH overview contributes to the development and sharing of good practice, both at the level of policy and of workplace intervention. Depending on the focus and scope of the project, they involve literature reviews, case studies, interviews with key informants at policy, research or company level, focus groups, workshops and seminars. This specific OSH overview on CVDs and OSH seeks to improve the prevention of CVDs related to work, the return-to-work (RTW) of workers after a CVD event and the retention at work (RAT) of workers with chronic CVDs. Through the various projects implemented as part of this OSH overview, it aims at investigating the occupational risk factors leading to work-related CVDs, as well as their interplay with non-work-related determinants of CVDs; explore in more depth specific sectors, occupations and worker groups at higher risk; collect data on the burden and underlying causes of work-related CVDs in the EU; identify and assess policies, strategies and programmes, as well as workplace interventions and practices to prevent work-related CVDs, to support the RTW of workers after a CVD or the RAT of workers with chronic CVDs. First findings from the ongoing projects under this OSH overview have consistently identified a critical gap between evidence and practice: while the evidence linking work-related risks to CVD is relatively well established, documented examples of effective workplace-level practices and resources remain scarce. This call for tenders invites bids for two lots that together address this gap: - field-based case study research on workplace practices with regard to the prevention of work-related CVDs, return to work (RTW) of workers after a CVD event and/or the retention at work (RAT) of workers with chronic CVDs (Lot 1); and - a structured compilation and assessment of practical resources for workplace actors for the prevention of work-related CVDs, return to work (RTW) of workers after a CVD event and/or the retention at work (RAT) of workers with chronic CVDs (Lot 2). Despite growing evidence on work-related risk factors of CVDs, knowledge on the translation of this evidence into concrete workplace prevention remains limited and uneven across the EU. Most information on workplace CVD initiatives are rather broader workplace health promotion actions targeting the individual level by addressing behavioural factors such as diet, physical activity or smoking, while workplace CVD prevention in the sense of the EU OSH Framework Directive (8) remains scarce. Similarly, workplace practices supporting the return to work (RTW) after a CVD event or retention at work (RAT) of workers with a chronic CVD condition have rarely been documented in sufficient depth.; Despite growing attention to CVDs as a work-related health issue, practical resources available to workplace actors (such as employers, (HR) managers, workers and their representatives, OSH professionals and/or occupational health services) for the prevention of work-related CVDs, RTW of workers after a CVD event and/or RAT of workers with chronic CVDs remain scarce and fragmented. Such workplace resources span a wide range of types, from risk assessment tools, workplace guides and protocols to awareness-raising and training materials. Such resources may exist across the EU, national, sectoral, social partner and workplace level but have not been sufficiently made visible and shared among workplace actors. There is therefore a need to systematically map and compile such resources, to critically assess them, and to make them accessible in a format useful to workplace actors.
