KS ønsker tilbud på et FoU-prosjekt som kan gi en nasjonal oversikt over omfang og bruk av sommervikarer i kommunal sektor. I tillegg skal det utvikles tips og råd som gir struktur og plan for helhetlig arbeidet med sommerjobb gjennom hele året, og som kan sees i forhold til HR-systemer kommuner og fylkeskommuner benytter. KS har behov for en samlet oversikt og innsikt i omfang og organisering av sommerjobb for ungdom og unge voksne. KS har behov for systematisert kunnskap om hvilke grep som fungerer, hvilke barrierer som finnes, og hvordan sommerjobbene oppleves av ungdommene og unge voksne selv. Et slikt kunnskapsgrunnlag er nødvendig for å kunne støtte kommuner og fylkeskommuner for å vurdere hvordan sommerjobber og andre småjobber kan bidra til økt rekruttering, inkludering og attraktivitet i kommunal sektor. På grunnlag av kunnskapsinnhentingen skal det utvikles tips og råd, som gir struktur og plan for helhetlig arbeid med sommerjobber gjennom hele året, som kan sees i forhold til kommunale og fylkeskommunale HR-systemer og som enkelt kan tas i bruk av arbeidsgiverne i kommunal sektor.
