Predmetom zákazky je výstavba preložky cesty II/540 mimo zastavané územie západne od obce Veľká Lomnica kde účelom cesty bude sprístupnenie územia pre ďalšie etapy výstavby. Účelom zákazky je novostavba dvojpruhovej komunikácie kategórie C 9,5/60, výstavba mosta na preložke cesty II/540, výstavba okružnej križovatky a preložky inžinierskych sietí. Vzhľadom na dopravné zaťaženie cesty v prieťahu obcou Veľká Lomnica, ktoré prináša všetky nepriaznivé účinky dopravy na obyvateľov v intraviláne obce je navrhnutá preložka cesty mimo zastavané územie do územia západne od obce cez lokality Na rovni a Nad rašeliniskom. Preložka má za úlohu odklon tranzitnej dopravy, vyššiu kapacitu komunikácie, vyšší stupeň bezpečnosti. Cesta II/540 bude v správe verejného obstarávateľa - Správy a údržby ciest Prešovského samosprávneho kraja, oblasť Poprad. Predmet zákazky zahŕňa aj nasledovné činnosti: ostatné činnosti vyplývajúce z podmienok Čl. II bodu 4 Zmluvy o Dielo. Podrobné vymedzenie predmetu zákazky tvorí samostatnú časť súťažných podkladov B.2 Opis predmetu zákazky.
