Predmetom zákazky bude koncesia na modernizáciu, prevádzku a údržbu tepelno-energetických zariadení v rámci tepelného hospodárstva v správe Mestskej časti Bratislava - Staré Mesto, ktoré verejný obstarávateľ prenechá do užívania úspešnému uchádzačovi za účelom zabezpečenia výroby a dodávky tepla a teplej úžitkovej vody a tiež rekonštrukciu, modernizáciu a údržbu tepelných energetických zariadení v takom rozsahu, aby zariadenia spĺňali všetky požiadavky na funkčnosť, bezpečnosť, ekologickú a ekonomickú prevádzku s cieľom zachovania alebo, čo najmenšieho zvýšenia ceny tepla a teplej úžitkovej vody konečným odberateľom. Verejný obstarávateľ má hlavným mestom Slovenskej republiky Bratislavou zverené do správy technologické zariadenia, ktoré slúžia na výrobu a rozvod tepla a teplej úžitkovej vody pre koncových užívateľov. Tepelným energetickým zariadením ( ďalej len „TEZ“ ) sa rozumie zariadenie určené na výrobu a rozvod tepla a teplej úžitkovej vody, vrátane armatúr, prípadne zariadení na rozvod tepla s ním súvisiacich až po prechod do vnútorných rozvodov domu, pričom hranicou predmetu nájmu je protipríruba uzatváracích armatúr za meračmi tepla na prívodnom a vratnom potrubí ÚK a za hlavným uzáverom na prívode a pred hlavným uzáverom na cirkulácii TÚV na jednotlivých odberných zariadeniach tepla v jednotlivých bytových domoch. Predmetom nájmu ako jeho príslušenstvo sú aj fakturačné merače tepla na jednotlivých odberných miestach. Ak je zariadenie v dome a len pre jeden dom je hranicou výstup z priestorov za stenu ohraničujúcu funkčný celok TEZ.
