Description

Zavod Republike Slovenije za blagovne rezerve (v nadaljevanju: zavod) vzdržuje zaloge naftnih derivatov, ki jih prodaja, kupuje (za namene obnavljanja zalog in prilagajanja strukture), »najema« (t. i. delegirane zaloge) na trgu in jih skladišči. V vseh takšnih primerih zavod deluje na trgu, pri čemer kot podporo svojim poslovnim odločitvam in realizaciji poslov ter javnih naročil, potrebuje borzne cene naftnih derivatov. Te cene zavod pridobiva od podjetja S & P GLOBAL INC., ki je lastnik portala Platt's. Uporabniki podatkov podjetja S & P GLOBAL INC. so pretežno vsa podjetja na svetovnem naftnem trgu, vlade, ministrstva, državne institucije, novinarske hiše… Gre za globalno podjetje, ki s svojimi izpostavami po celotnem svetu in ca. 40.000 zaposlenimi predstavlja relativno zanesljiv vir finančnih informacij in analitike in podlaga za sklepanje poslov po vsem svetu, ob tem da so bili prvi, ki so začeli ponujati predmetne storitve. Zaradi tega verjetno več kot 99 % svetovnega trga z naftnimi derivati in njim povezanimi aktivnostmi deluje na podlagi navedenih podatkov. Podjetje S & P GLOBAL je poleg podjetja ARGUS edino, ki se ukvarja z zbiranjem, obdelovanjem, analiziranjem borznih podatkov naftnih derivatov. Vendar pa podjetje ARGUS obdeluje podatke na povsem drugačne načine in metodologije, zaradi česar se cene zelo razlikujejo in jih zavod ne more uporabljati v svojih poslovnih interakcijah in odločitvah.
