Po vsebini je predmet javnega naročila nadgradnja opreme sistemov tehničnega varovanja (videonadzor, javljanja vloma, varovanje perimetra, integracija, ...) s storitvami načrtovanja in izvajanja ter nakupom dodatne opreme in njeno namestitvijo. Podrobnejša specifikacija naročila je razvidna iz tehničnih specifikacij - tehničnega dela dokumentacije v zvezi z oddajo javnega naročila (v nadaljevanju: tehnični del/zaprti del), ki jo zainteresirani ponudniki pridobijo po pravilih dokumentacije v zvezi z oddajo javnega naročila. Dvig zaprtega dela dokumentacije v zvezi z oddajo javnega naročila je pogoj za oddajo ponudbe.
