Predmet javnega naročila je nakup in izgradnja električnih polnilnic za električne avtobuse na naslednjih lokacijah: Avtobusna postaja - Mlinska ulica, Jadranska ulica, Delavnice Marprom - ob Dravi ter Tezenska dobrava. Glede na obsežnost projekta in ob upoštevanju predvidenega sofinanciranja iz mehanizma CTN, za katerega naročnik v trenutku objave javnega naročila še nima podpisane sofinancerske pogodbe, naročnik za vsa potrebna gradbena dela na lokaciji Delavnice Marprom - ob Dravi (kompletna ureditev parkirišč) nima zagotovljenih sredstev, zato teh del v tej fazi ne razpisuje. Naročnik predvideva izvedbo gradbenih del na lokaciji Delavnice Marprom - ob Dravi (kompletna ureditev parkirišč) v naslednjih letih. Ker ZJN-3 v petem odstavku 46. člena omogoča uporabo postopka s pogajanji brez predhodne objave, kadar gre za javna naročila novih gradenj, ki pomenijo ponovitev podobnih gradenj in so v skladu z osnovnim projektom, so stroški teh poznejših gradenj vključeni v izračunu ocenjene vrednosti osnovnega javnega naročila, si naročnik pridržuje pravico, da za oddajo gradbenih del na lokaciji Delavnice Marprom - ob Dravi (kompletna ureditev parkirišč) izvede ta postopek. V tem primeru bo k oddaji ponudbe povabil ponudnika, ki mu bo oddano to javno naročilo. Ponudnik mora ponuditi izvedbo razpisanega naročila v celoti. Delne ponudbe ne bodo upoštevane.
