Description

Der Kanton Luzern beabsichtigt, ein ambulantes Traumazentrum (TRAZ) zur psycho-traumatologischen Behandlung von stark traumatisierten geflüchteten Menschen (Opfer oder Zeugen von Krieg, Folter und Flucht) zu unterstützen. Grundlage bildet der aktuell gültige bio-psycho-soziale Ansatz. Ziel ist die Sicherstellung einer qualitativ hochstehenden, spezialisierten Versorgung für eine besonders vulnerable Zielgruppe im Kanton Luzern. Der Kanton stellt hierfür eine jährliche, maximale Finanzierungsunterstützung von CHF 0.5 Mio. zur Verfügung. Gegenstand der Ausschreibung ist die Bewerbung um diese finanzielle Unterstützung. Die eingereichten Bewerbungen müssen sämtliche operativen, fachlichen und betriebswirtschaftlichen Aspekte darlegen, die den Aufbau, die Funktionsfähigkeit und den nachhaltigen Betrieb des Traumazentrums gewährleisten. Die Anbieterinnen haben auf Basis der Ausschreibungsunterlagen ein Fachkonzept sowie ein Budget- und Finanzierungsmodell einzureichen, das die wirtschaftliche Realisierung des Zentrums nachweist. Die Dringlichkeit der Umsetzung wird als hoch eingestuft. Die wesentlichen Inhalte eines bereits erstellten Grobkonzepts sind in die Ausschreibungsunterlagen eingeflossen. Die Ausschreibung verfolgt insbesondere folgende übergeordnete Ziele: * Aufbau eines spezifischen ambulanten Behandlungsangebots für schwer traumatisierte geflüchtete Menschen im Kanton Luzern * Bündelung und gezielte Nutzung bestehender Fachkompetenzen und Expertisen * Verbesserung der Zugänglichkeit zu spezialisierter Versorgung für Betroffene, insbesondere aus dem Asyl- und Flüchtlingswesen * Prävention gesundheitlicher und sozialer Folgekosten durch eine adäquate Behandlung Mit der Vergabe soll ein institutioneller Rahmen geschaffen werden, der die nachhaltige Umsetzung eines professionellen, wirtschaftlichen und wirksamen Angebots garantiert.
