L'étude vise à fournir un état des lieux complet des ressources en eau, des réseaux, des usages, des enjeux environnementaux et des zones à risque, ainsi qu'un diagnostic technique et fonctionnel des infrastructures existantes. Elle prend en compte l'urbanisme, la démographie et le changement climatique pour évaluer les besoins actuels et futurs en eau potable. L'objectif est de proposer un programme de travaux et d'actions cohérent et financièrement réaliste, un zonage d'alimentation en eau potable adapté, et de fournir tous les éléments décisionnels, techniques et financiers nécessaires aux élus, aux techniciens et aux maîtres d'oeuvre, tout en respectant la législation, en préservant les milieux naturels et en optimisant les aides potentielles à obtenir.
