Având în vedere faptul că prezenta achiziție are ca obiect proiectarea și execuția lucrărilor, modul de exprimare al prețului achiziției va avea la bază sume forfetare care corespund pachetelor/categoriilor de activități aferente implementării contractului. Conform acestei abordări clasice, Antreprenorul este de acord ca pentru un preț forfetar să realizeze toate operațiunile/lucrările necesare îndeplinirii fiecărui jalon/fază determinantă/punct critic stabilit de Autoritatea Contractantă, la nivelul de calitate și performanță impus de aceasta, riscul de cantități fiind preluat, prin urmare, de Antreprenor. În acest context, Lista de prețuri/Graficul de eșalonare al prețurilor, elaborată de Autoritatea Contractantă, defalcată la nivelul 1 și 2 nu vor avea asociate liste de cantități (acestea urmând a fi elaborate în procesul de realizare a Proiectului Tehnic, în conformitate cu prevederile pct. V din anexa nr. 10 la HG nr. 907/2016), lista de prețuri fiind utilizată, în primul rând, pentru stabilirea unui mod unitar de întocmire a propunerilor financiare. Termenul pana la care se pot solicita clarificari de la autoritatea contractanta este de 18 zile inainte de data de depunere a ofertelor. Autoritatea contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificari/informatiilor suplimentare in a 11-a zi inainte de data limita de depunere a ofertelor. Natura și cantitatea lucrărilor sunt cele menționate în caietul de sarcini.
