Das BMFTR-geförderte Forschungsprojekt TELEPIK (Tele-unterstützte Pflege im Katastrophenfall) zielt darauf ab, die zunehmend häufiger auftretenden Katastrophenlagen konzeptionell zu erweitern. Durch den Einsatz tele-unterstützter Pflege im Betreuungsdienst der Bevölkerungsschutzorganisationen, soll der durch den demographischen Wandel größer werdende Anteil an älteren bzw. pflegebedürftigen Menschen adressiert und die Versorgung der Betroffenen im Katastrophenfall verbessert werden. Anders als bei Sanitätsgruppen, ist im Betreuungsdienst des Bevölkerungsschutzes keine medizinische Mindestqualifikation vorgeschrieben. Das TELEPIK-System soll daher durch pflegerische Laien/Einsatzkräfte des Bevölkerungsschutzes genutzt werden, um pflegerische Maßnahmen unter telepflegerischer Anleitung durchzuführen. Verschiedenste rechtliche Fragestellung zur Delegierbarkeit, Qualifikation und ähnliches bleiben bisher offen und sind zu beantworten. Zielsetzung: Im Rahmen des Projektes soll ein Rechtsgutachten erstellt werden, dass die rechtlichen Rahmenbedingungen zur Implementierung von tele-unterstützter Pflege im Katastrophenfall beleuchtet.
