L'agence d'abonnements passe et gère au nom des collectivités les abonnements listés en annexe auprès des différents éditeurs, liste pouvant faire l'objet de modifications. Il s'agit d'abonnements périodiques, de toutes origines géographiques, sur tout support et de toutes natures au bénéfice de l'ensemble des services de la Ville et du CCAS (centre communal d'action sociale) de Gujan-Mestras (papier, cd-rom, internet). L'agence d'abonnements demeure le seul interlocuteur des collectivités et assure la continuité des abonnements ainsi que le suivi des réclamations. Cet accord-cadre fixe toutes les conditions d'exécution des prestations, il est exécuté au fur et à mesure de l'émission de bons de commande émis par le pouvoir adjudicateur
