Le présent appel d'offres s'adresse à un.e urbaniste ou paysagiste d’expérience (ou autre compétence métier cohérente avec l’objet du mandat) possédant une expertise consolidée dans le pilotage stratégique, l’orientation, et de formulation de propositions ainsi que la communication et la concertation dans un contexte complexe. Ce.tte responsable de projet, clairement identifié.e, doit démontrer une forte capacité de portage et cadrage du projet sur plusieurs années, conduire le dialogue avec l’ensemble des parties prenantes, dans un esprit constructif, ouvert et fédérateur, en favorisant l’émergence d’une vision partagée. Il est attendu du/de la mandataire qu’il ou elle dispose d’une capacité éprouvée à structurer des démarches de projet, à clarifier des situations évolutives et à accompagner la prise de décision dans des contextes institutionnels impliquant une pluralité d’acteurs. Il ou elle devra être en mesure d’articuler de manière cohérente les différentes échelles de réflexion, les dimensions stratégiques et opérationnelles, ainsi que les temporalités propres au projet.
