1.Przedmiotem zamówienia jest zawarcie Umowy ramowej, zwanej dalej „Umową ramową”, na świadczenie kompleksowych usług wytwarzania oprogramowania ZSI (Zintegrowany System Informatyczny) (Wytwarzanie 2.0) realizowaną przez Wykonawców, zgodnie z Opisem przedmiotu zamówienia określonym w Załączniku nr 1 do SWZ oraz zgodnie z projektem Umowy ramowej, stanowiącym Załącznik nr 2 do SWZ. 2.Projekt Umowy ramowej stanowiący Załącznik nr 2 do SWZ przedstawia Umowę ramową w rozumieniu art. 7 pkt 26 ustawy Pzp w zw. z art. 311 ustawy Pzp (i dalsze) i określa warunki udzielania poszczególnych Zamówień wykonawczych udzielanych poprzez zawarcie umów wykonawczych, zwanych dalej „Umową wykonawczą” z Wykonawcą. Projekt Umowy wykonawczej stanowi Załącznik nr 2a do SWZ.
