Description

Przedmiotem zamówienia jest Dostawa systemu do kompleksowego zarządzania i obsługi windykacyjnej dla Miejskiego Zakładu Komunikacyjnego w Bielsku-Białej Sp. z o.o. I) Zakres podstawowy umowy zawiera: 1. Opracowanie i przekazanie Zamawiającemu opracowań analizy przedwdrożeniowej oraz wykonanie innych prac towarzyszących, niezbędnych do realizacji przedsięwzięcia, jak na przykład: prace analityczne, projektowe, dokumentacja. 2. Opracowanie i wdrożenie systemu do kompleksowego zarządzania i obsługi windykacyjnej dla MZK. Dostarczony system ma zapewnić kompletne rozwiązanie w zakresie dochodzenia wierzytelności cywilnoprawnych, w tym moduł windykacji polubownej, sądowej i egzekucyjnej (komorniczej). 3. Opracowanie i wdrożenie Systemu zarządzającego Urządzeniami Kontrolerskimi i Kontrolerami. 4. Udzielenie bezterminowej licencji na rzecz Zamawiającego do Platformy. 5. Dostawa 11 Urządzeń Kontrolerskich wraz z aplikacją do kontroli biletów oraz generowania opłat dodatkowych (wraz z możliwością wydrukowania z oznaczeniem formy zapłaty (przelew) i wnoszenia opłat z wykorzystaniem Kart płatniczych, BLIK i innych instrumentów płatniczych. Karty SIM dostarczy Zamawiający. Na etapie Projektu systemu, strony uzgodnią rozwiązania docelowe: oparte o dedykowany APN lub zestawiony tunel VPN. 6. Zapewnienie przez Wykonawcę, w okresie wdrożenia oraz w okresie świadczenia usług płatniczych (na Urządzeniach Kontrolerskich, w zakresie wnoszenia opłaty dodatkowej za brak biletu/uprawnienia) i serwisowych (okres utrzymania), pełnej infrastruktury chmury obliczeniowej oraz licencje niezbędne do korzystania z usług chmurowych do obsługi Platformy. 7. Funkcjonowanie systemu w okresie utrzymania (w tym przeglądów gwarancyjnych, kosztów utrzymania dedykowanej bramki SMS, kosztów wynikających z umowy z Agentem rozliczeniowym) w ustalonej liczbie miesięcy. 8. Obowiązek przeniesienia (migracji) danych pasażerów z obecnie funkcjonującego systemu do obsługi windykacji do nowego systemu. Migracja powinna zostać przeprowadzona w sposób zapewniający kompletność przenoszonych danych, z zapewnieniem możliwości dokonywania (w procesie migracji i po jej zakończeniu) korekt, zmian w danych lub usunięć danych np. nieaktualnych linii, ulic itp. podczas wykonywania tego procesu. Ostateczny proces migracji winien być poprzedzony migracją (migracjami) testową, w celu weryfikacji poprawności i kompletności wykonania tego procesu. Obecnie Zamawiający wykorzystuje oprogramowanie Municom firmy PZI TARAN sp. z o.o. (Grupa R&G PLUS Sp. z o.o). Środowisko bazodanowe oparte jest o silnik DB2, posadowione jest na lokalnym serwerze Zamawiającego. Wszelkie dostępy do środowiska zostaną udzielone Wykonawcy po podpisaniu umowy. 9. Zapewnienie przez Wykonawcę dostępu do w pełni funkcjonalnego Systemu, umożliwiającego Zamawiającemu przeprowadzenie weryfikacji i odbioru w środowisku odzwierciedlającym warunki produkcyjne (środowisko szkoleniowo - testowe). 10. Szkolenie użytkowników Systemu wskazanych przez Zamawiającego. [Warunki utrzymania i gwarancji systemu] 11. Zapewnienie przez Wykonawcę przez okres od 36 do 60 miesięcy (wg kryterium oceny ofert) usług w odniesieniu do oprogramowania oraz wszystkich komponentów dostarczonych w ramach: 11.1. utrzymania Systemu do windykacji należności w okresie gwarancji, 11.2. zapewnienia gwarancji oraz wsparcia technicznego na System, 11.3. świadczenia usług serwisowych i usuwania wad, usterek i błędów Systemu w okresie gwarancji, 11.4. ponoszenia kosztów utrzymania dedykowanej bramki SMS do wysyłania wiadomości z Urządzeń Kontrolerskich (wezwań do zapłaty), 11.5. Świadczenie usług Wsparcia programistycznego w okresie obowiązywania umowy w ustalonej liczbie roboczogodzin, 12. Ponoszenie przez Wykonawcę kosztów działania systemu w okresie utrzymania (w tym przeglądów gwarancyjnych, kosztów łączności w ustalonej liczbie miesięcy. II. Zakres PRAWA OPCJI zawiera: dostawę dodatkowych Urządzeń Kontrolerskich w liczbie nie większej niż 10 sztuk, które będą jednakowe pod względem wszystkich cech i funkcjonalności jak Urządzenia Kontrolerskie dostarczone w zakresie podstawowym umowy. Szczegółowe postanowienia dotyczące uruchomienia prawa opcji zawierają projektowane postanowienia umowy tj. Załącznik nr 1 do SWZ.
