1. Przedmiotem zamówienia jest przebudowa bocznicy kolejowej PKP Intercity S.A. w Białymstoku. Adres obiektu: bocznica kolejowa w Białymstoku, ul. Kolejowa 11, 15-701 Białystok. Działki: - 541/12, 541/16, 541/13, 541/14, 541/17, 541/19, 541/22, 541/23, 541/20, 541/3 - obręb 0003 Antoniuk, - 419/77, 419/59 - obręb 0005 Marczuk. 2. Postępowanie o udzielenie zamówienia prowadzone jest w trybie przetargu nieograniczonego na podstawie ustawy z dnia 11 września 2019 r. - Prawo zamówień publicznych (t. j. Dz.U. z 2024 r., poz. 1320 ze zm.), zwanej dalej „ustawą Pzp” lub "Pzp". Przedmiotowe zamówienie jest zamówieniem sektorowym. 3. Szczegółowe wymagania dotyczące zamówienia zawiera SWZ i załączniki do SWZ, stanowiące jej integralną część. 4. Zamawiający na podstawie art. 139 ust. 1 Ustawy Pzp, przewiduje odwróconą kolejność oceny ofert, tzn. najpierw dokona badania i oceny ofert dla ustalenia najwyżej ocenionej oferty, a następnie dokona kwalifikacji podmiotowej Wykonawcy, którego oferta została najwyżej oceniona w zakresie braku podstaw wykluczenia oraz spełniania warunków udziału w postępowaniu.
