Przedmiotem zamówienia jest zaprojektowanie, dostarczenie i wdrożenie kompleksowej platformy elektronicznych usług publicznych dla mieszkańców i przedsiębiorców, obejmującej portal internetowy oraz spójną z nim aplikację mobilną (Android/iOS) udostępniające m.in. płatności online, informacje spersonalizowane (podatki, opłaty, korespondencja), harmonogram wywozu odpadów, zgłaszanie usterek w przestrzeni publicznej, konsultacje społeczne, moduł turystyczny, wraz z uwierzytelnianiem przez Krajowy Węzeł Identyfikacji Elektronicznej. Zamówienie obejmuje również cyfryzację procesów back-office niezbędnych do świadczenia tych e-usług, w tym modernizację systemów dziedzinowych obsługujących podatki i opłaty lokalne, gospodarkę odpadami oraz finanse i budżet, wraz z integracjami (e-Doręczenia, KSeF, Poczta Polska), wdrożenie systemu zarządzania bezpieczeństwem informacji oraz systemu kadrowo-płacowego z portalem pracowniczym. Uzupełnieniem zamówienia jest digitalizacja i udostępnianie danych publicznych w otwartych formatach (dane budżetowe, rejestr nieruchomości pod dzierżawę, rejestr zezwoleń na sprzedaż alkoholu) wraz z API.
