Gegenstand des Vergabeverfahren ist der Abschluss einer Rahmenvereinbarung betreffend Leistungen der Bauherrenunterstützung für die Entwicklung, Planung und Realisierung von Bauvorhaben (Projekten). Unter „Leistungen der Bauherrenunterstützung“ werden im Zusammenhang mit diesem Vergabeverfahren - angelehnt an die Leistungsmodelle 2023 - Leistungen bzw Teilleistungen (a) der Projektsteuerung iSd Leistungsmodells Projektsteuerung (LM.PS) (b) der Projektentwicklung iSd Leistungsmodells Projektentwicklung (LM.PE) (c) der Begleitenden Kontrolle iSd Leistungsmodells Begleitende Kontrolle (LM.BK) (d) der Verfahrensorganisation iSd Leistungsmodells Verfahrensorganisation (LM.VO) (e) der Objektplanung - Architektur iSd Leistungsmodells Objektplanung - Architektur (LM.OA) (f) des Prüfingenieurs iSd Leistungsmodells Prüfingenieur OIB RL1 (LM.PI) sowie damit im Zusammenhang stehende Unterstützungsleistungen verstanden. Unter Unterstützungsleistungen“ sind im Zusammenhang mit diesem Vergabeverfahren Analyse-, Beratungs- und Managementleistungen samt der Wahrnehmung von begleitenden Steuerungs- und Kontrollaufgaben zu verstehen.
