Invitation to Market Dialogue Civil Works and Building Contract for the New Tjøtta Substation Project KE Nett is the contracting entity for this procurement. KE Nett AS is the electricity distribution system operator in the Municipality of Klepp on the Jæren region in Rogaland County, Norway. The company builds, operates and maintains the electricity distribution network and ensures a safe and reliable power supply for households, businesses, agriculture and public institutions. KE Nett is headquartered in Kleppe and is part of Klepp Energi Holding. KE Nett AS is planning to establish a new substation at Tjøtta in the Municipality of Klepp. The purpose of this prior information notice is to obtain input from the market regarding the optimal procurement strategy for the new substation project, including the civil works and building contract. In particular, KE Nett seeks the market's views on the most appropriate contract model, level of design maturity, allocation of detailed design responsibilities, interfaces with the electromechanical deliveries, and how project schedule risks and ground condition risks should be allocated. A new substation will be established at Tjøtta in the Municipality of Klepp as part of the upgrade of the Jæren regional grid to 132 kV. The new Tjøtta Substation will replace the existing Tu Substation, primarily due to the age of the existing facilities. The station will be constructed as a Class 2 substation and will primarily consist of the following components: Substation building with two transformer bays and provision for a future third bay. A construction licence has been granted, and the current plan is for the substation to be completed during 2030. Electromechanical Installations Two (2) 50 MVA transformers, 132/22-15 kV 132 kV GIS switchgear 22 (15) kV GIS switchgear, up to 26 bays Two (2) 22 (15) kV capacitor banks Two (2) neutral grounding reactors Connection of the transformer neutral point on the 132 kV side to reduce earth fault currents in the 132 kV network Civil Works and Building Contract The civil works and building contract is expected to include the establishment of a complete substation site, including permanent access roads, site preparation, earthworks, excavation and material handling, foundations, and construction of a substation building with two transformer cells and provisions for a potential third cell. The contract may also include: Foundations and structures for technical installations Cable basement and cable ducts Trenches and cable routes Drainage and stormwater management systems Water and wastewater infrastructure Outdoor grounding systems HVAC installations Building-related technical installations Fencing and site security measures Landscaping and external works Site reinstatement works Extensive coordination and interface management with separate transformer and electromechanical equipment contracts should be anticipated. The final scope of work, contract model, design responsibilities and interface arrangements have not yet been determined and will be further developed based, among other things, on the outcome of this market dialogue.
