In deze fase verzorgt Omnibuzz de inkoop, het contractbeheer, de ritaanname en de tactische regie van het vraagafhankelijke WMO-vervoer (ook wel genoemd CVV). Doel van onderhavige aanbesteding is het per perceel sluiten van een raamovereenkomst met één opdrachtnemer voor de uitvoering van het vraagafhankelijke doelgroepenvervoer (Omnibuzz-vervoer) in alle Limburgse gemeenten minus Mook en Middelaar. De aanbesteding is opgedeeld in 8 vervoerpercelen. Omnibuzz heeft ruim 40.000 pashouders in het vraagafhankelijk vervoer. over 2025 waren dit ruim 1 miljoen ritten. De historische ritgegevens van 2025 t/m augustus 2026 zijn per perceel beschikbaar in Bijlage 13.
