Description

De scope van de werkzaamheden is gespiegeld aan de scope van de SDE++ regeling, het Tweerichtingscontract (CfD of Contract for Difference) en de SCE-regeling of aanpassingen en de toekomstige opvolgers daarvan. Een verbreding van deze regelingen of juist versmalling ervan leidt ook tot verbreding respectievelijk versmalling van de opdracht. De CfD wordt naar verwachting in 2027 ingevoerd en toont voor de advieswerkzaamheden een grote mate van gelijkenis met de SDE++. Daar waar in deze tekst geschreven wordt over SDE++, dient SDE++ en/of CfD gelezen te worden. Het advies over het jaar 2026 heeft betrekking op de volgende thema’s, te weten: - windenergie op land; - windenergie op zee; - zon-pv; - zonthermie; - waterkracht; - biomassa (vergisting, verbranding, vergassing, geavanceerde transportbrandstoffen); - elektrificatie (o.a. warmtepompen, e-boiler, hoge temperatuuropslag, waterstofproductie uit elektrolyse); - opslag of gebruik van CO2 (CCS, CCU); en - overige warmtelevering (res Samen met experts van het PBL worden wijzigingennotities, (dat zijn discussiememo’s ten behoeve van de marktconsultatie) en eindadviezen geschreven. Van de Inschrijver wordt gevraagd met het PBL samen te werken via inbreng van technische kennis. Ook wordt de Inschrijver gevraagd het PBL te ondersteunen bij de marktconsultatie middels het analyseren van schriftelijke en mondelinge reacties, het deelnemen aan gesprekken en het bijdragen aan de documentatie van de marktconsultatie. De Inschrijver ondersteunt het PBL bij de vertaling van de wijzigingennotitie en de marktconsultatie in het eindadvies. Er wordt ten minste één expert van zowel het PBL als van de Inschrijver betrokken bij iedere thema. Er worden minimaal 3 van 8 thema’s belegd bij de inschrijvende partij, in ieder geval: 1. Verbranding en vergassing van biomassa; 2. Geothermie; 3. Vergisting biomassa. De overige 5 thema’s zijn optioneel. Per thema wordt door opdrachtnemer bijgedragen aan de volgende producten, te weten: - Wijzigingsnotitie; - Beschrijving en onderbouwing van de berekeningsmethode van correctiebedragen; - Delen van beschikbare kosteninformatie met de experts van het PBL; - Het voeren van gesprekken in het kader van de marktconsultatie; - Beantwoording en verwerking van de reacties volgend uit de marktconsultatie; - Definitief advies (als hoofdstuk binnen het eindadvies).
