De scope van de Opdracht houdt in de breedste zin van het woord het leveren, beheren, implementeren en onderhouden van het toekomstige primaire financiële systeem van gemeente Tilburg in, door 1 Opdrachtnemer. De initiële looptijd van het contract is 7 (zeven) jaar, met hierbij 4 (vier) x 2 (twee) jaar optionele verlengingen, met hierbij afsluitend een eenmalige verlenging van 1 (één) jaar. Dit leidt tot een totale looptijd van het contract van 16 jaar. De verschillende aspecten van de Opdracht vormen een samenhangende technische oplossing. De opdracht leent zich in zoverre niet voor opdeling in percelen. Immers, door de opdracht te verdelen in percelen zou het beoogde voordeel van de samenvoeging van de meest belangrijke functies op het gebied van het primaire financiële proces teniet worden gedaan. Ook acht Tilburg het essentieel in het kader van partnerschap en contractmanagement een overeenkomst aan te gaan met één Opdrachtnemer.
