Gemeente Noardeast-Fryslân beschikt over een éénmalig budget van € 250.000 voor het waterzijdig inregelen van verwarmingsinstallaties ter bestrijding van energiearmoede. De doelgroep bestaat voornamelijk uit huurders van woningcorporaties. De betrokken woningcorporaties hebben als randvoorwaarde gesteld dat uitsluitend gebruik wordt gemaakt van hun bestaande contractinstallateurs. Dit betreft: Thús Wonen → Installatiebedrijf Breman (± € 100.000) Wonen-Noordwest Friesland→ Installatiebedrijf Feenstra (± € 100.000) Particulieren → nog nader onderhands te selecteren partij (max. € 50.000 via de percelenregeling) De werkzaamheden zijn beperkt tot het waterzijdig inregelen van verwarmingsinstallaties. Vanwege de vereiste samenwerking met woningcorporaties en de afhankelijkheid van hun bestaande onderhoudscontracten acht Gemeente Noardeast-Fryslân een openbare Europese aanbesteding in dit specifieke geval niet doelmatig en feitelijk niet uitvoerbaar. Gemeente Noardeast-Fryslân treedt daarom op als penvoerder en maakt gebruik van de procedure ‘Vrijwillige Transparantie Vooraf’. Hiermee wordt kenbaar gemaakt dat de gemeente voornemens is de opdrachten onderhands te gunnen aan de genoemde installateurs, waarbij wordt gesteund op de bijzondere omstandigheden van de opdracht en de beperkte markttoegang als gevolg van de contractuele positie van de woningcorporaties. Belanghebbenden kunnen binnen 20 kalenderdagen na publicatie via Mercell een gemotiveerd bezwaar indienen tegen het voorgenomen gunningsbesluit. Bij het uitblijven van bezwaren wordt de procedure voortgezet conform het aangekondigde voornemen.
