Description

De neonatale hielprikscreening (NHS) is een landelijk screeningsprogramma dat wordt uitgevoerd bij pasgeborenen in de eerste week na de geboorte. In Nederland (Europees en Caribisch Nederland) krijgen jaarlijks ca. 170.000 pasgeborenen de hielprik. De hielprikscreening is het langstlopende landelijke screeningsprogramma in de publieke gezondheidszorg. De analyse van het hielprikbloed levert op dit moment belangrijke informatie op over zevenentwintig zeldzame, vaak erfelijke, ernstige aandoeningen. Het bloedonderzoek wordt vanaf 2026 verricht door drie screeningslaboratoria, waarvan het screeningslaboratorium van RIVM-GZB fungeert als referentielaboratorium. De screeningslaboratoria zijn verantwoordelijk voor de analyse van het hielprikbloedmonster en een tijdige rapportage van de uitslag. In alle screeningslaboratoria wordt vanaf januari 2021 onder meer gebruik gemaakt van een Totaaloplossing voor de screening op SCID. Vanaf 1 juni 2022 is ook SMA toegevoegd aan het programma en screenen de laboratoria met een multiplex Totaaloplossing waarmee zowel op SCID als SMA gescreend kan worden. Daarnaast bestaat de mogelijkheid dat in de komende jaren besloten wordt dat op X-gebonden Agammaglobulinemie (XLA) gescreend moet gaan worden. Om de uniformiteit te borgen heeft het RIVM besloten om de apparaten (hardware), software, reagentia en bijbehorend onderhoud (preventief, correctief, adaptief), ook wel Totaaloplossing genoemd, in te kopen en ter beschikking te stellen aan de screeningslaboratoria. Deze Aanbestedingsprocedure betreft een opdracht voor de levering, implementatie en onderhoud van een gevalideerde Totaaloplossing voor de SCID- en SMA-screening voor de screeningslaboratoria. Het doel van deze Europese aanbesteding is het sluiten van een Overeenkomst met één Opdrachtnemer, volgens het principe van reagent rental waarbij de leverancier eigenaar blijft van de apparatuur. De Opdrachtnemer wordt volledig verantwoordelijk voor het leveren, implementeren en doorlopend ter beschikking stellen van de Totaaloplossing en het verrichten van daaraan verwante diensten overeenkomstig de specificaties die zijn neergelegd in de Aanbestedingsstukken.
