Rijkswaterstaat is medio 2020 gestart met het project Data Turbo Pijplijn (DTP). Het project betreft een productielijn waarin RWS-VWM en RWS-CIV samen in korte sprints data-gedreven oplossingen realiseren. Deze worden direct als pilot uitgeprobeerd in de operatie van verkeersmanagement. Weginspecteurs, wegverkeersleiders, programmeurs, adviseurs, en architecten werken samen in sprints van 3 weken en testen onderweg of de oplossing het gewenste effect heeft. Het project Data Turbo Pijplijn heeft vanaf 2020 nieuwe functionaliteiten toegevoegd aan de logapplicatie waarvan een deel later in de ATMS applicatie DYNAC zouden worden geïmplementeerd Tijdens de implementatie van het verkeersmanagement platform ATMS binnen RWS heeft de huidige logapplicatie een nieuwe functionaliteit die -kort gezegd- voorziet in een automatische aansturing van weginspecteur en berger. De bestaande logapplicatie wordt qua functionaliteit overgenomen door het ATMS (contract CHARM). Het daaraan ten grondslag liggende gebruik van big data was nog niet zo wijd verbreid ten tijde van de aanbesteding van CHARM. CHARM staat voor de implementatie van het ICT-platform voor gebruik in de verkeerscentrales en langs de weg door weginspecteurs en officieren van dienst. CHARM is een cruciale schakel in het verzekeren van het wegverkeersmanagement in Nederland. De functionaliteit bleek dermate succesvol (tijd en kostenbesparend) dat RWS deze nieuwe functionaliteit ook in het ATMS platform terug wilde zien. Het realiseren van de koppelingen (een interface tussen beide applicaties) is technisch gezien zeer complex. DYNAC is een COTS product van opdrachtnemer Kapsch TrafficCom AG (KTC), andere partijen hebben geen toegang tot de broncode. De opdracht betreft het realiseren van de benodigde koppelingen om de betreffende functionaliteit toe te voegen aan het ATMS platform. RWS kon deze uitbreiding ten tijde van de aanbesteding niet voorzien. Vast staat dat RWS in 2015 een zorgvuldige voorbereiding van de aanbesteding van CHARM heeft doorlopen gelet op o.a. tijd, middelen en contacten met de markt. betreft het realiseren van de benodigde koppelingen om de betreffende functionaliteit toe te voegen aan het ATMS platform.
