De opdracht betreft één samenhangende WiFi-oplossing waarbij levering, implementatie, migratie en beheer onlosmakelijk met elkaar verbonden zijn. Een opdeling in percelen zou leiden tot een grotere coördinatielast, hogere uitvoeringsrisico's en onduidelijkheid in verantwoordelijkheden. Om een integrale verantwoordelijkheid voor het functioneren van het WiFi-netwerk te waarborgen, wordt de opdracht als één geheel aanbesteed.
