Description

De aan te besteden opdracht betreft het aangaan van een raamovereenkomst met één tot maximaal drie opdrachtnemer(s) voor het uitvoeren van specifieke werkzaamheden van het schuldregelingsproces voor (ex-)ondernemers binnen de deelnemende gemeenten. De werkzaamheden van de opdrachtnemer(s) omvatten: • verifiëren en vaststellen van de totale schuldenpositie; • uitvoering van de kennisgeving, verificatie- en saneringsfase, onderdelen van een minnelijk schuldregelingstraject; • begeleiding richting een WSNP-aanvraag indien nodig (voorbereiding, dossieropbouw en procesbegeleiding); • afstemming met het ZLF over voortgang, knelpunten en bijsturing; • structurele en transparante rapportage over doorlooptijden, aantallen en resultaten. De geraamde omvang van de opdracht bedraagt circa €500.000 exclusief btw per jaar. Deze prognose is gebaseerd op de gerealiseerde inzet, kosten en werkwijze in voorgaande jaren. De overeenkomst wordt aangegaan voor een periode van vier jaar. De overeenkomst kan eenmalig met een periode van drie jaar verlengd worden, waardoor de maximale looptijd van de overeenkomst zeven (7) jaar is. Hetgeen resulteert in een totale geraamde contractwaarde van circa €3.500.000 exclusief btw. Deze raming betreft een indicatie. In de afgelopen jaren ontving het ZLF gemiddeld circa 200 aanmeldingen per jaar voor SHVO. Ongeveer 75% hiervan stroomde daadwerkelijk door naar schuldhulpverlening. De overige 25% kon gebruik maken van alternatieve voorliggende voorzieningen of viel buiten de doelgroep.
