Marktconsultatie om de markt voorafgaand aan de voorgenomen aanbesteding te informeren over de beoogde opdracht voor juridische advies- en advocaatdiensten en om te toetsen in hoeverre de voorgenomen uitgangspunten herkenbaar, proportioneel, uitvoerbaar en marktconform zijn. De gemeente Amsterdam bereidt een Europese aanbesteding voor juridische advies- en advocaatdiensten voor. De opdracht ziet op externe juridische advisering, procesvertegenwoordiging en daarmee samenhangende kennisoverdracht ten behoeve van de gemeentelijke organisatie. De dienstverlening is aanvullend op de interne juridische functie van de gemeente Amsterdam. Uitgangspunt is dat juridisch advies en vertegenwoordiging in rechte primair binnen de eigen organisatie worden georganiseerd, onder meer via de vakafdelingen, het Juridisch Bureau, Juridisch Bureau Sociaal en de directie Juridische Zaken, waaronder de Huisadvocaat. Externe advocaatdiensten worden ingezet wanneer interne capaciteit ontbreekt, specifieke specialistische expertise nodig is of continuïteit in lopende dossiers dit vereist.
