De centrumgemeente Groningen besteedt namens tien Groninger gemeenten de Hoogspecialistische Jeugdhulp (HSJ) aan. De opdracht betreft het organiseren, coördineren en (gefaseerd) uitvoeren van hoogspecialistische jeugdhulp voor jeugdigen met complexe problematiek, inclusief het vormen van een regionaal samenwerkingsverband van jeugdhulpaanbieders. Doel is het realiseren van gezinsgerichte, integrale en toekomstbestendige jeugdhulp met een gefaseerde invoering van taakgerichte bekostiging. De opdrachtwaarde van de inkoop HSJ is 112,76 miljoen euro per jaar (prijspeil 2024). De totale opdrachtwaarde over de gehele looptijd van de overeenkomst (10 jaar + eventuele verlengingen van 5 x 2 jaar), inclusief een gemiddelde loon-prijsindexatie van 5% per jaar, is 4,532 miljard euro.
