Description

UT stelt zich op het standpunt dat de opdracht rechtstreeks aan Royal NLR en TT-Engineering B.V. kan worden gegund vanwege het ontbreken van mededinging om technische redenen in de zin van artikel 2.32 lid 1 sub b bullet 2 Aw 2012. Tevens bestaat er volgens de UT geen redelijk alternatief of substituut in de zin van artikel 2.32 lid 3 Aw 2012 dat aan de, hieronder weergegeven, redelijke eisen van de UT kan voldoen: Voor de uitwerking van het ontwerp van de akoestische windtunnel beschikt de UT niet over voldoende specifieke kennis en capaciteit. Daarom is de universiteit op zoek naar een partij met aantoonbare ervaring in het ontwerpen en bouwen van akoestische windtunnels. De grootte van de beoogde windtunnel is daarbij een belangrijk criterium. De UT zoekt specifiek naar partijen die eerder een anechoïsche windtunnel hebben gerealiseerd met vergelijkbare afmetingen en specificaties als de windtunnel die de UT wil laten bouwen. Hierbij moeten deze partijen beschikken over de juiste kennis en expertise.
