De opdracht bestaat uit vier onderdelen, namelijk: - Omgevingsvisie - Notitie Reikwijdte en Detailniveau (NRD) - Plan-MER - Participatie De aanbestedende dienst raamt de waarde van de opdracht op €660.000. Inschrijvingen die deze raming overschrijden, kunnen terzijde worden gelegd. De opdracht omvat ten minste de volgende onderdelen: • het opstellen van een omgevingsvisie conform artikel 3.2 Omgevingswet voor het gehele grondgebied van de gemeente, inclusief een doelen- en beoordelingskader; • het uitvoeren van een plan-MER met verbrede reikwijdte (omgevingseffectrapportage (OER)) conform artikel 16.36 Omgevingswet, inclusief een foto van de leefomgeving; • het opstellen van één Notitie Reikwijdte en Detailniveau (NRD) voor zowel het plan-MER ten behoeve van de omgevingsvisie als het plan-MER ten behoeve van het omgevingsprogramma/ de kadernota voor het buitengebied; • het opstellen van een doorschuiflijst en een traceerbaarheidsmatrix overeenkomstig de eisen; • het opstellen en uitvoeren van een participatieplan, inclusief de benodigde participatieactiviteiten en het opstellen van een participatieverslag en inspraaknota; • het afstemmen van participatie, communicatie en de verschillende deelproducten met de gemeentelijke projectorganisatie; • het begeleiden van de gemeente bij bestuurlijke besluitvorming, werksessies en de afstemming met de Commissie mer, voor zover deze onderdeel uitmaken van de opdracht. De uit te voeren werkzaamheden dienen te voldoen aan de eisen zoals beschreven in Bijlage 1 Programma van Eisen.
