Description

Het doel van deze aanbesteding is te komen tot raamovereenkomsten met maximaal vijf (5) opdrachtnemers per perceel, voor het verlenen van diensten voor inzet van tijdelijke inhuurkrachten. De opdracht bestaat uit vier percelen. Perceel 1 betreft inhuur voor programmamanagement, intern gerichte dienstverlenende functies en leidinggevende functies vanaf schaal 9 Perceel 2 betreft inhuur voor burgerzaken vanaf schaal 7 Perceel 3 betreft inhuur voor Sociaal Domein Beleid vanaf schaal 9 Perceel 4 betreft inhuur voor Sociaal Domein Uitvoering vanaf schaal 8 De programmamanagement en leidinggevende functies kunnen gevraagd worden voor de hele organisatie en de intern gerichte functies o.a. op de gebieden: procesmanagement/projectleiding (bijv. projectleider verkiezingen, implementatie softwaresystemen, hybride werken, toekomstvisie, visie dienstverlening), communicatie, personeel en organisatie, financiën en control (te weten: adviseur VIC en adviseur AO/IC). Buiten de scope vallen de functies: Griffie, ICT en publiekscampagnes (communicatie) zoals Gezond op Eigen Wijze en Samen de Toekomst.; Voor team Burgerzaken kunnen tijdelijke functies gevraagd worden voor de backoffice en de frontoffice (schaal 7 - 9), o.a.: senior medewerker Burgerzaken / BRP-specialist en medewerker frontoffice. Voor dit perceel ziet het er naar uit dat het team lijnen gaan trekken tussen: 1) Front Office werk aan de balie en/of administratieve afhandeling, waarbij ook enige vermenging met KCC niet uitgesloten wordt 2) de complexe inhoud van de Back Office. In basis wil de aanbestedende dienst bij een inhuuropdracht bij voorkeur iemand in kunnen huren met kennis en de competentie om een ‘coachrol’ op zich te nemen.; Voor het Sociaal Domein kunnen tijdelijke beleidsfuncties gevraagd worden vanaf schaal 9. Vakgebieden: Wmo, Participatiewet en inkomensondersteuning, Jeugdwet en aanverwante wet- en regelgeving, gezondheid, sport, onderwijs, onderwijshuisvesting, cultuur, openbare orde en veiligheid (incl. rampenbestrijding), schuldhulpverlening, inburgering en welzijnswerk. Functies: beleidsadviseur/ beleidsmedewerker, projectleider, projectmedewerker, strategisch (beleids)adviseur.; Voor het Sociaal Domein kunnen de volgende tijdelijke uitvoeringsfuncties gevraagd worden: Vanaf schaal 9: consulent, (juridisch) kwaliteitsmedewerker Vanaf schaal 8: consulent team toegang Vakgebieden: Wmo, Participatiewet en inkomensondersteuning, schuldhulpverlening, inburgering, Jeugdwet en aanverwante wet- en regelgeving en maatschappelijk werk.
