HVC heeft zichzelf als doel gesteld dat er in 2035 één miljoen ton CO2 minder wordt uitgestoten dan in 2025. Dit willen o.a. realiseren door op HVC-locatie Alkmaar een CO2 afvanginstallatie te ontwikkelen. Het doel van deze installatie is om 100 kiloton CO2 af te vangen en de opgevangen CO2 te verkopen (CCU). Ter vergelijking: dit komt overeen met de gemiddelde CO2 uitstoot van het energieverbruik van 30.816 huishoudens. In 2024 heeft HVC na een aanbestedingsprocedure een contract afgesloten met leverancier SLB Capturi | SLB Capturi (SLBC) voor de bouw van een CO2 afvanginstallatie op HVC-locatie in Alkmaar. De afgelopen periode heeft HVC samen met SLBC gewerkt aan een FEED (front-end engineering design). In juni 2026 is de FEED gereed. Leverancier SLBC van de afvanginstallatie heeft de civiele werkzaamheden en de Balance of plant, uitgesloten van zijn levering. Deze moeten door HVC zelf verzorgd worden. Hiervoor heeft HVC het initiatief genomen voor een drietal inkoopprojecten: • Engineering Bouwrijp maken en Civiel (Engineering) • Bouwrijp maken (BMR) • Civieltechnisch bouwwerk (Civiel) De Mercell omgeving, de leidraad en aanbestedingsprocedure heeft specifiek betrekking op het onderdeel: civieltechnische bouwwerk De Opdracht betreft, in het kort: De werkzaamheden omvatten de volledige civiel-bouwkundige realisatie van de nieuwbouw van de CO₂-afvanginstallatie op het terrein van HVC te Alkmaar. De opdracht bestaat uit het inrichten van de bouwplaats, het uitvoeren van tijdelijke voorzieningen en bemaling, het verrichten van sloop- en grondwerkzaamheden en het realiseren van terreininrichting en terreinverhardingen. Daarnaast omvat de opdracht de aanleg van hemelwater- en terreinriolering, drainagevoorzieningen, groenvoorzieningen en verkeersvoorzieningen. Verder omvat de opdracht het realiseren van funderingen voor de diverse procesinstallaties en gebouwen, waaronder funderingspalen, zware in het werk gestorte betonconstructies, fundatieplaten, kelderconstructies, vloeren, opstortingen en vloeistofkerende verhardingen. Tevens behoren de bouwkundige werkzaamheden voor het E-gebouw en het compressorgebouw tot de opdracht, inclusief metselwerk, prefab betonelementen, staalconstructies, gevels, daken, kozijnen, deuren en overige bouwkundige afwerkingen. Daarnaast is de aannemer verantwoordelijk voor de coördinatie van sparingen, doorvoeringen, instortvoorzieningen en de afstemming met de gebouwgebonden en installaties.
