De accountant zal in opdracht werken van en zijn bevindingen rapporteren aan de gemeenteraad. De gemeenteraad is dan ook opdrachtgever in deze aanbesteding voor accountantsdiensten. De gemeente zoekt een accountant die kan instaan voor hoge kwaliteit van dienstverlening, die zich inleeft in de specifieke context van de gemeente en meedenkt vanuit hun situatie. Voor de gemeenteraad en de auditcommissie is de accountant een gesprekspartner en vertrouwenspersoon op strategisch niveau. Voor het College van Burgemeesters en Wethouders en de directie van de gemeente is de accountant een gesprekspartner die betrokken en kritisch is en voor de concerncontroller een sparringpartner op het inhoudelijke vlak. Excellente dienstverlening en actuele vakkennis is de basis, het onderscheidend vermogen bestaat uit de inhoud die de accountant geeft aan de relatie met de gemeente. Binnen de scope van deze aanbesteding vallen: • Het uitvoeren van de controle en het verstrekken van een accountantsoordeel bij de jaarrekening van de gemeente (de certificerende functie); • Het uitvoeren van de natuurlijke adviesfunctie.
