Der Kanton Solothurn ist im Auftrag des Bundesamts für Statistik (BFS) verpflichtet, die Bildungsstatistik zu erheben. Dazu gehören die Statistik der Lernenden, die Statistik des Schulpersonals, die Statistik der Abschlüsse sowie zusätzlich die Erhebung der Nahtstelle I. Seit 2010 erfolgt diese Datenerhebung mit einer Individualsoftware. Diese wurde 2017 technisch modernisiert, hat inzwischen jedoch das Ende ihres Lebenszyklus erreicht und muss durch eine neue Lösung ersetzt werden. Die bisherige Applikation ermöglichte die Erfassung der Schulen und User, die Definition, Organisation und Überwachung der Erhebungen, die Plausibilisierung und Korrektur der Daten sowie deren Speicherung in der Datenbank. Anschliessend wurden die Daten für Auswertungen, Analysen und die Lieferung an das Bundesamt für Statistik aufbereitet. Die neue Applikation  BiStat  soll die Funktionalitäten für den gesamten Datenerhebungsprozess bereitstellen. Einige bewährte Elemente der bisherigen Lösung sollen beibehalten werden, da sie sich in der Praxis als flexibel, effizient und userfreundlich erwiesen haben.
