De provincie Fryslân bereidt een marktconsultatie voor naar de haalbaarheid, randvoorwaarden, risico’s, organisatorische impact en globale kosten van digitale ondersteuning voor een hybride provinciaal referendumproces. De provincie onderzoekt of en hoe het volledige referendumproces digitaal kan worden ondersteund, waaronder het indienen en valideren van verzoeken, het verzamelen en controleren van ondersteuningsverklaringen, het organiseren van een hybride stemproces, digitaal en analoog/per brief, en het opstellen van proces-verbaal en rapportages. De marktconsultatie moet inzicht geven in mogelijke oplossingsrichtingen, benodigde gegevens en koppelingen, privacy- en informatiebeveiligingsvereisten, controleerbaarheid, stemgeheim, digitale toegankelijkheid, kosten, risico’s en organisatorische randvoorwaarden. De uitkomsten worden gebruikt ter ondersteuning van bestuurlijke besluitvorming en ter voorbereiding op een mogelijke aanbesteding later dit jaar. De vragen van deze marktconsultatie worden naar verwachting op of rond 1 juni 2026 via Mercell gepubliceerd.
