Description

This call for tenders is for an external independent study for the end-term evaluation of the EU strategic framework on health and safety at work 2021-2027 and to support the contracting authority in relation to the open public consultation in preparation of the post-2027 strategic framework. The strategic framework sets out three crosscutting key objectives and a range of actions for promoting workers’ health and safety. The three objectives are: anticipating and managing change in the new world of work brought about by the green, digital and demographic transitions; improving prevention of workplace accidents and illnesses; increasing preparedness for any potential future health crises. The implementation of these three objectives is underpinned by: (i) social dialogue; (ii) strengthening of the evidence base; (iii) strengthening of enforcement; (iv) awareness raising; and (v) funding. At its plenary meeting in December 2025, the tripartite Advisory Committee on Safety and Health at Work (ACSH) adopted an opinion on the state of play and future impulses regarding the EU strategic framework on health and safety at work4. Moreover, in June 2026, the Commission adopted the Report on the screening of the EU acquis in the area of health and safety at work5, and its accompanying Staff Working Document6 [TBC]. The results of this screening exercise study will inform the process of developing new EU OSH priorities in the strategic framework on health and safety at work after 2027.
