Įgaliojusi organizacija - AB „Energijos skirstymo operatorius“. Atsižvelgiant į tai, kad pirkimas viešai skelbiamas CVP IS ir visi tiekėjai turi vienodas galimybes susipažinti su pirkimo dokumentais, teikiant paraiškas reikia užpildyti tik EBVPD ir paraiškos formą (tiekėjas neturi pateikti papildomų dokumentų, kurių parengimas galimai užtruktų) bei rezultatyvi ir operatyvi šio pirkimo pabaiga yra svarbi įmonės veiklos užtikrinimui, siūlytina pirkimą vykdyti sutrumpintais terminais ir, vadovaujantis PĮ 74 str. 3 d., sutrumpinti paraiškų pateikimo terminą iki 15 k. d.
