Der geplante Neubau des Kultur- und Begegnungszentrums ergänzt das bestehende nordöstlich gelegene «Zeughaus K2» durch zwei einfache Baukörper, die sich in Grösse und Struktur unterscheiden: den «Kultursaal KS» und das «Kulturregal KR». Die Fassade des Kulturregals wird ab dem 1. Obergeschoss als hinterlüftete Konstruktion mit darauf montierten Lichtwellenplatten ausgeführt. Auf der West- und Südseite wird die freistehende Fassade an die bauseits erstellten Stützen montiert. Ergänzt wird die Fassadenkonstruktion durch vorfabrizierte Betonelemente.
