Pasikeitė perkančiosios organizacijos poreikiai, pirkimo dokumentai nenumato galimybės perkamą paslaugą skaidyti į dalis, t. y. atsisakyti 2018 m. planuojamos paslaugų dalies, o 2019 m. nėra galimybės skirti lėšų, kurios buvo planuotos panaudoti 2018 m. ir sudarius sutartį negalima nusipirkti tai, ko reikia perkančiajai organizacijai, racionaliai naudojant tam skirtas lėšas
