Opdrachtgever wil het aansluiten van nieuwe klanten versnellen, maar heeft te maken met een tekort aan monteurs. Opdrachtgever streeft er daarom naar voor een deel van de aansluitaanvragen Werk uit te besteden aan marktpartijen die al werk doen bij de klant die een aansluitverzoek heeft. Op die manier willen we één arbeidsgang bereiken, met als beoogd voordeel dat één partij het hele werk kan doen zonder afhankelijkheden en daarmee ook in kortere tijd.
