Description

Procedura ristretta, articolata in due fasi, ai sensi degli articoli 59 e 72 del D.Lgs. n. 36/2023, finalizzata alla stipula di un Accordo Quadro con un unico operatore economico, della durata di 48 mesi, avente ad oggetto la fornitura di Armi a Impulsi Elettrici (A.I.E.), comprensive di accessori, consumabili, cartucce operative e addestrative, sistemi di gestione dei dati, software, dispositivi telematici e servizi connessi di assistenza tecnica, manutenzione e formazione, per il soddisfacimento del fabbisogno congiunto dell’Arma dei Carabinieri, della Guardia di Finanza e della Polizia di Stato. L’appalto è costituito da un unico lotto, in ragione del carattere funzionalmente unitario della fornitura e dell’esigenza di garantire omogeneità tecnologica, interoperabilità dei dispositivi, uniformità degli standard addestrativi e coerenza nella gestione dei sistemi e dei servizi connessi. L’aggiudicazione avviene secondo il criterio dell’offerta economicamente più vantaggiosa, individuata sulla base del miglior rapporto qualità/prezzo, ai sensi dell’articolo 108 del Codice. Il lotto unico ha ad oggetto la fornitura di Armi a Impulsi Elettrici (A.I.E.), complete di accessori, consumabili, sistemi di gestione dei dati, software, dispositivi telematici e servizi connessi di formazione, manutenzione e assistenza tecnica, per il soddisfacimento del fabbisogno congiunto dell’Arma dei Carabinieri, della Guardia di Finanza e della Polizia di Stato. Il lotto comprende, in particolare, la fornitura dei dispositivi A.I.E., dei relativi accessori e consumabili, nonché l’erogazione dei servizi di formazione, manutenzione, assistenza tecnica, gestione dati, piattaforma cloud e aggiornamento firmware, secondo quanto previsto dagli atti di gara, dal Capitolato Tecnico, dall’Accordo Quadro e dai successivi Ordini di Acquisto e Contratti attuativi. Ai sensi dell’art. 58 del D.Lgs. n. 36/2023, l’appalto non è suddiviso in lotti in ragione del carattere unitario e funzionalmente integrato della fornitura e dell’esigenza di garantire interoperabilità dei dispositivi, uniformità tecnologica e prestazionale, sicurezza d’impiego, tracciabilità dei dati, continuità manutentiva, omogeneità degli standard formativi e responsabilità unitaria del Fornitore.
