Description

Dublin City Council (“DCC”), with the support of the National Development Finance Agency (“NDFA”), recently published a Prior Information Notice (PIN) in relation to the forthcoming Dublin City Council Home Building Programme. As outlined in the PIN, DCC intends to establish design-and-build housing frameworks for the delivery of housing, duplex and apartment units, as well as associated community and ancillary facilities across multiple sites within the Dublin City Council area. This change notice is being issued to provide additional clarity on the Market launch. As part of the early market engagement process, DCC will hold a Market Launch Event as follows: Date: Friday, 20 March 2026 Time: 10:00 AM Venue: Wood Quay Venue, Dublin City Council Civic Offices, Dublin 8 Any candidate or candidate team member wishing to attend must pre-register via email by 19/03/2026 to housingframework@dublincity.ie or by using the messaging facility on www.etenders.gov.ie. When pre-registering, please provide the name(s) of attendees and the organisation(s) represented. As noted in the PIN, this is not a call for competition, and tender documents are not available at this stage. Attendance at the market launch event will not preclude future participation in the procurement process. Further details, including the list of prospective sites and formal procurement documentation, will be issued with the Contract Notice, expected later in March/April 2026. The previously published PIN notification reads unchanged as follows: Dublin City Council (“DCC”) gives notice of its intention to establish a design and build housing framework, with the support of the National Development Finance Agency (“NDFA”), for the design and construction of housing developments. The projects will consist of the delivery of housing, duplex and apartment units and certain ancillary facilities, such as crèche, community facilities, playgrounds and landscaped areas across multiple sites in the Dublin City Council area. DCC intend to carry out a market launch event in advance of the contract notice publication. Please note that this is not a call for competition and no tender documents are available at this stage. Also the process will not be utilised in order to preclude participation in any future competition to be conducted by Dublin City Council. Without prejudice to competition in the marketplace, this Prior Information Notice (PIN) is being used to invite interested parties to pre-register by providing the name(s) of attendees and the organisation(s) represented via email by 19/03/2026 to housingframework@dublincity.ie. As part of a two-stage, restricted procedure, DCC intends to publish a contract notice in [March] 2026 inviting interested parties to submit an Expression of Interest for inclusion on such frameworks. It is intended that the framework will operate under the public works form of framework agreement, (PW-CF9), under which two framework agreements will be established via lots. The framework will be used to award call-off contracts in the form of Public Works Contracts (Building Works designed by the Contractor, PW-CF2, or Building Works designed by the Employer, PW-CF1) available at https://constructionprocurement.gov.ie. DCC reserves the right to amend, alter or vary the information contained within this notice, at any stage of the pre-procurement / procurement process.
