The Republic of Moldova has received financing from the World Bank toward the cost of the Sustainable Transition through Energy Efficiency in Moldova Project (STEEM) and intends to apply part of the proceeds toward payments under the contract for Installation of Individual Heat Substations and associated piping for public buildings in Chisinau DH system (Plant - Design, Supply & Installation).

Bidding will be conducted through international competitive procurement using Request for Bids (RFB), in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”) and the applicable World Bank Standard Procurement Document for Works - Request for Bids (Two-Envelope with Rated Criteria), September 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from the Moldova Energy Projects Implementation Unit (MEPIU) and inspect the bidding document during office hours from 09:00 to 17:00 local time at the address given below.
The Bidding Document in English may be purchased by interested eligible Proposers upon submission of a written application to the address indicated below and upon payment of a non-refundable fee of EUR 50.00 (fifty euros, zero eurocents) , net of bank charges , for the electronic distribution of the Bidding Document via e-mail.
