Predmet nabave je nabava i isporuka tonera i tinti za ispisne uređaje te ostalog potrošnog materijala. Svi ponuđeni proizvodi moraju udovoljavati zakonskim i podzakonskim propisima vezanim za proizvodnju i stavljanje na tržište robe koja je predmet nabave. U odnosu na kriterije zelene javne nabave, naručitelj je, gdje je primjenjivo, formirao troškovnike/tehničku specifikaciju na način da se umjesto većeg broja tonera manjeg kapaciteta traži manji broj tonera većeg kapaciteta, čime je nastojao doprinijeti očuvanju okoliša (manji broj spremnika, manja učestalost dostava). Toneri moraju biti proizvedeni na način koji omogućuje njihovo ponovno punjenje i ponovnu uporabu.
