Highway and Street Lighting Maintenance Term Service Contract

Isle of Anglesey County Council is seeking a single contractor to deliver a comprehensive term service contract for highway network and street lighting maintenance across the county, using the NEC4 Term Service Contract model. The scope covers routine, reactive, planned and emergency maintenance, including carriageway and footway repairs, drainage, highway structures, traffic management, winter maintenance support, street lighting, illuminated signs, electrical testing, energy management, column replacement, LED upgrades and emergency call-outs. The contract starts on 1 April 2027 and runs for six years, with an estimated total value of approximately 12 million pounds and no guaranteed minimum workload. The contractor must support value for money, carbon reduction, social value, community benefits, the Welsh language, health and safety and continuous improvement.
